The Quality Housing and Work Responsibility Act of 1998 (QHWRA) requires Public Housing Agencies (PHAs) to prepare and submit a Five-Year and an Annual Agency Plan to the U.S. Department of Housing and Urban Development (HUD) for approval. PHAs are also required to submit an updated Annual Plan seventy-five (75) days prior to the end of each fiscal year. The Fort Worth Housing Authority (FWHA) submitted its third Annual Plan for FY 2002 on November 18, 2001.


The Annual Plan provides details about the FWHA's immediate operations, program participants, programs and services, and the agency's strategy for handling these issues in the year 2002. The Plan contains required policies, supporting documents, and attachments that provide guidance to the Fort Worth Housing Authority for the administration of its programs.
