Are you interested in participating in Housing Choice Voucher (Section 8) and Special Programs as a Landlord and/or Property Owner ?

 

           

FWHA is currently extending a property owner outreach program to encourage owners of rental property in all areas of the City to participate in the Housing Choice Voucher and Shelter + Care programs. For the most part, renting under these programs has the same obligations and restrictions as renting under the private unassisted market. The biggest difference is the HQS inspection requirements and the HUD lease addendum that must be attached to the property owner’s lease.

FWHA holds new property owner orientation meetings at 9:00 a.m. on the second Tuesday of each month in its Administrative Office at 1201 E. 13th Street.   Attendance at t
he orientation is mandatory to participate in FWHA assistance programs, and will explain guidelines and required paperwork.   To register for an orientation please proceed to the Landlord Frequently Asked Questions link below and select number 18; then choose Request for Participation and select your date.  We look forward to meeting you!

LANDLORD/UNIT CHECKLIST FOR INITIAL INSPECTION

Thank you for considering the Housing Choice Voucher Program (HCVP).  In order for a unit to be approved for participation in the rental assistance program, it must be inspected by a Fort Worth Housing Authority (FWHA) staff inspector to determine if the unit meets the minimum Housing Quality Standard (HQS) requirements.

In order to avoid lengthy delays, the following checklist has been made as a guide to aid you in the make-ready of your unit/property for an Initial Inspection. Complete this checklist before returning the Request for Tenancy Approval (RFTA) and/or calling for an inspection.

  • The unit has been completely cleaned from the previous tenant.

  • All construction work has been completed and working tools removed.

  • All exterior doors and windows have locks that are operable.

  • All doors and windows have screens that are in good condition.

  • There is no peeling paint inside the unit or on the exterior surfaces.

  • All cabinet doors open, close and latch easily.

  • Interior and exterior doors open, close and latch easily.

  • All doorstops are in place to protect walls.

  • Dirty walls have been cleaned or painted.

  • All carpets have been secured, free of tripping hazards and are clean.

  • Operable smoke alarm(s) are in compliance with state law.

  • There are no leaks in the plumbing inside or outside the unit.

  • The water heater has a temperature and pressure relief valve and a discharge line directed towards the floor or outside the living area. If electric no exposed wires. 

  •  Water heater closet latches and is not in an area that presents a hazard

  • All grounds around the unit are free from debris and mowed.

  • If the unit has gas utility a carbon monoxide detector must be installed in  accordance with the manufacturer’s instructions.                  

  • All exterior doors must have a keyless locking device and a window or a door viewer.  

  • Exterior doors including the doors leading into a garage from the dwelling unit are also included in this regulation.

  • Kitchen vent hood filters in place.

  • Shower rods in place.

  • Sink and Tub stoppers in place.

  • Privacy lock on bathroom entry doors.

  • Vent fan or window required in bathroom for ventilation.

  • No cracked or broken windows.

  • No exposed electrical wires below (7) seven feet.

  • Security bars on bedroom window must have a quick release from the inside on at least one window in each bedroom.

  • Heating and Air Conditioning working properly.

  • All utilities must be turned on at the time of inspection.

  • Stove/Oven and Refrigerator must be in place and operable.

The Landlord or the agent for the Landlord MUST be present at the Initial Inspection. During the Initial Inspection items that fail HQS will be noted on the inspection report. A copy of the inspection report will be given to the landlord or the agent at the time of the Initial Inspection and a copy will be given or mailed to the applicant. All repairs must be completed before the property will be scheduled for re-inspection.

HEATING REQUIREMENTS

In order for a unit to pass inspection, the heating source must also be inspected and pass. The heating source is defined to be a heater(s), wall furnace, central unit, or any other appliance that provides the actual heat. A gas jet being present in a room without the heating unit actually being present is not a passable item. Cooking stoves are not considered heating units. Portable electric units cannot be used as a primary source of heat for a room. The following is a summary of the regulations existing at the present time regarding the type of unvented heater that will pass inspection:

Appliances Not Required to be Vented:

Room heaters listed (see definition below) for unvented use. The room heater(s) input rating (i.e., heat delivered to the room) must not exceed 30 British Thermal Units (BTU) per hour per cubic foot of room or space in which the heater is installed. When a room heater(s) is installed so that the aggregate input rating exceeds 30 BTU's per hour per cubic foot of room or space in which they are installed, one or more of them shall be provided with a venting system or other approved means for removing the vent gases to the outside atmosphere. The aggregate input rating of the remaining unvented room heater may not exceed the 30 BTU per hour per cubic foot figure. When the room or space in which they are installed is directly connected to another room or space by a doorway, archway, or other opening of comparable size which cannot be closed, the volume of such adjacent room or space may be included in the calculation.

The definition of a "Listed Heater":

For the purpose of determining vent requirements, gas-fired and oil-fired appliances shall be classified as "listed" or "unlisted". A listed appliance is one that is shown in a list published by an accredited authoritative testing agency. These agencies are qualified and equipped for testing of such appliances, and for maintaining an adequate periodic inspection of current production of listed models. These listings will state that the appliance complies with nationally recognized safety requirements or has been tested and found safe for use in a specific manner. Compliance may be determined by the presence on the appliance of a label (see below) by the testing agency stating the appliance complies with the nationally recognized safety requirements. An unlisted appliance is one that is not shown on such a list or does not bear such a label. The heater must have a label as shown below. If it does not, it will not pass the requirement.

A carbon monoxide detector must be installed by the landlord for all properties utilizing unvented space heaters.

SECURITY DEPOSIT INFORMATION


HUD regulations permit an owner to collect a maximum of one month's contract rent as a security deposit but require the deposit requested to be no more than that being currently charged by the landlord for unassisted units or that normally being charged under the private unassisted market for other like units. 

Once the owner determines the security deposit, he/she enters the amount on the Request for Inspection (RFI). At the time of the initial inspection, the inspector will review the amount requested with the owner to ensure HUD regulations have been met. The owner will enter the security deposit on the lease. Collection of the deposit is strictly between the owner and the prospective tenant.  

Any agreements to pay out the requested security deposit over a period of time is considered an agreement between the landlord and the tenant. FWHA has no role in such an agreement and does not accept any responsibility for its payment. FWHA, however, must be given a copy of any security deposit agreements with the lease between the owner and tenant.
