The Purchasing Division, Administrative Services Department is the central source of procurement and materials/supplies management for the Fort Worth Housing Authority. This team is responsible for procuring goods and services for all phases of FWHA's operations, and is involved in contract solicitation, administration and negotiation.
The goal of the Purchasing Division is to acquire and provide goods and services to meet the needs of the Housing Authority and at the "best value" to the Housing Authority.
This includes ensuring that the competitive bidding process is open, fair and free of any artificial barriers. Each day, this dynamic team works efficiently and effectively behind the scenes to coordinate internal activities that ensure FWHA's operational needs are met.
FWHA is mandated by Federal, State and Local governmental laws that dictate the agency's purchasing process. FWHA manages the procurement of goods and services through the following processes:
Formal Competitive Solicitations
Formal competitive procurement is conducted for purchases and/or contracts exceeding $50,000 by either sealed bidding or competitive proposals. Formal copies of solicitations may be requested by telephoning 817.333.2101 or by visiting the Purchasing Office at the address below.
Most construction contracts are awarded using sealed bidding. All construction bids exceeding $25,000 must be accompanied by a bid guarantee, (bid bond) which shall not be less than five percent (5%) of the amount of the bid. The successful bidder prior to execution of any contract shall also submit a performance bond and payment bond of 100% of the contract price.
A minimum of three quotes are solicited for purchases and contracts in excess of $2,000 but less than $50,000. Quotes may be verbal or in writing for purchases less than $5,000. Quotes in excess of $5,000 but less than $50,000 must be in writing. Written quotes may be submitted by fax, e-mail or hand-delivered.
Invitation for Bids (IFBs) and Request for Proposals (RFPs) are advertised in the Invitation for Bids sections of local newspapers such as the Fort Worth Star-Telegram or Commercial Recorder. Each solicitation is not necessarily posted in both newspapers.
